By law, COBRA can only be 102% of the cost. The extra 2% is for administration costs. That is not the amount the comes out of a regular paycheck. COBRA is only good for 18 months.

We usually sponsor H-1B visa for the age of the workers. Consultant companies use it for the costs.
I took a look at the H1B visas article (thank you for the link!) and I think the list is a mixture of new hires and continuing employment for those already in the H1B visa status in the company. If the latter I am wondering if they are in their 3-year renewal cycle. Which means that every year there is a slew of H1Bs renewing.
I was surprised by the salaries offered. I thought the purpose of H1B was to get lower paid professionals. Apparently not.
