@OP I don't think you understand what an "At Will" employer means. ENB can fire you at anytime, with or without notice, for any reason that's not discriminatory, or for no reason at all. Of course you also have the right to quit at any time for any reason.

If you have an offer, and you accepted it, you have a contract. They can fire you and pay out a minimum, but they cannot simply cancel the contract without any repercussions.

However, if it has not yet been accepted, it can be revoked.

Hang in there, it’s likely just a short term freeze due to some internal reorganization, Enbridge is growing and hiring (unlike most other North American pipeline companies who are shrinking into operations mode). Enbridge is proving to be one of the few actual serious companies in this space, if not for anti-trust rules they would own the whole industry, I’m saying this as an investor not an employee.

If this happens to you be sure to ask for a severence payment. You may be able to leverage a concept called promissory estoppel in that if you relied on the job offer and took an action, liked moving, or quitting your old job, ENB may be libel for damages. It would be much easier for the big E to just offer a severence.
