No, not every Imperial Oil employee who gets RSU's would trigger a filing like the one that the OP found. This filing was done to amend an earlier Form 8‑K so Imperial Oil could disclose the compensation for the new CEO. It's a regulatory requirement. I knew this needs to be done with the SEC but it's next level skills of the OP to actually find it. If you do the math, he was rewarded ~10% of a year's savings for his "hard work".

This got me thinking. Do we have a list of how many RSU’s were given out to regular folk?

I heard:
O/S CL 25 = 200
O/S CL 26 = 400
Excellent CL 26 = 270

Do we know more?
