SLP-3 is a good tool but can be heavily abused by management not only to get rid of low performers but also to remove competitors in case if something goes wrong. I've seen that done in the past and every manager knows that there are situations when you need to sacrifice. A good example of that is MI-SWACO HQ. I have a friend that works there. Pls keep in mind that HR don't know what you did or did not do during the year so they rely on your immediate supervisor N1. For, we are back to square 1. This procedure is to simply make sure that there are no just As and Bs. I'm still in school and know that our class of 22 cannot possible get only As and Bs on all final tests.
That's not a bad deal if you sit your ass all yearand do nothing.

HR is ensuring that all managers give a very wide range of grades this year. They are reviewing the grades before promoting the N+1 review to the N+2 review. HR hasn't done that before. However in response to the OP, A's in SLB are in the single digits percent wise. So B's are very common. Given that so far about half of the 9k has been done, it won't surprise me to see a round at the end of Feb or 1st week of Mar based on 2014 ratings.
