Cigna outsources and offshores much less than us - you'd be better off going there. Here, you will be just a literal number on a spreadsheet - you can be cut at any given point in time...
Cigna is much more humane, but they are not perfect too...

Depends on department - there are big differences. If you are in IT, Cigna is better and more safe.
