If Incapable people reach at top, This is what happens, what is happening in TTS be it TTS Mpls or Target India. I don't see any change

Is it the right change. I have seen target do a really poor job at change mgmt and letting the right people go.

Change is happening all right. The only leaders that have stayed the same for me in the past six months are the board of directors.
