Some senior Management ( Mpls ) do not know the difference between T&M and fixed bid... Vendors add an "Extra charge" when they do fixed bid..but in Target Vendor can put a Fixed bid and later can keep on adding reasons to increase cost , reduce scope for same charges ...Target Minneapolis Managers fully support it and ask the Indian Managers to keep "Quiet"/"accommodate" ...If anyone opposes then they brand him "non Collaborative" and screw up his image/career....
These Minneapolis people add unnecessary contractors in Onsite and are hell bent on supporting them...resisting the low cost movement to ODC indirectly by creating lot of hurdles for the ODC movement...while projecting themselves as supporters of ODC move.
This clearly says there is something "beyond eyes can see" here between Vendor and Minneapolis managers
