I used to work in target.com and the issue wasn't one of PM control but one of experience in managing projects with multiple cross team dependencies. Before you get to the point where additional authority would help you need to be able to proactively identify an issue and work with the team to derive a solution. That is a skill set I saw demonstrated by a small fraction of the PMs in the .com space. I was an onshore BA and I had no authority to manage the project yet I effectively managed the projects I was on. I worked with the team to align on what needed to get done and it did.
