All the comments about BTT/COE being a complete waste of resources is so true. But the so-called leaders who blindly make these decisions will never be held accountable. Director level and higher just reacts to numbers on a piece of paper without any understanding of what the numbers mean and how wrong the numbers are. Would be nice to see the paper-pushers laid of so the rest of us could actually accomplish something
