The major issue is non technical people taking decision, even this COE model made many people completely non technical created so many useless role liek DM \ lead \ so on.Every COE come with it's set of inefficency. NOw we hear that we want to become engineering company. You can not become Engineering company , How can you become an engineering company with people who got promoted with Initiative as their career achievement :).
