Chapter 13 isn't shutting down ops, that's chapter 7. Only individuals or sole proprietorships can file for chapter 13 and even then it's a reorganization plan. If Charlotte files chapter 7, alot of good folks will be screwed. Softer blow / smaller impact if only chapter 11.
