It's less about racism and more about management having id--tic ideas thinking they can lay off workers on site, outsource developers, and have no impact to quality and lead time of deliverables. Not the developers' fault, they're not on site to know what they're looking at and don't have the context or understanding the original ones did. But someone gets a gold star for cutting cost while cutting the legs out from under those trying to make progress.
