Well the node that terminates the olt is usually not at the CO its usually in a roadside cabinet unless it's a legacy FTTH deployment. That's because of light levels and alot of our service areas are rural. The CO may be several miles out from where you would start and place passive spliters for customers.
But yes in some cases the state/region holding companies like Windstream of NY will have different asset holding the. Windstream of the Carolinas it's kind of a toss up as to who owns what. The beat way to see if it's Uniti owned asset is to look at unitis public network map

Depends what area. In PA and NY Windstream still owns all of their assets.
