Development moves are about to happen. Remember, this is only to appease the cry that the company doesn't care about development, not to actually do something real problem at the scale it needs to actually be done. With these few moves they will be able to say "Look! We do care about development." Nevermind the scores of other people who have been in their current roles longer and are looking for a change but are too afraid to ask because they'll be labeled unhappy and let go in the next round of layoffs. The company only cares about "hi-pots" and "differential performers". Moves are only used as a reward. They don't think that your current role is limiting you and that a move could help you BECOME a "differential performer".
