I would like to report Anthem, Inc. who currently outsources with Cognizant, Accenture, UST, Deloitte, IBM, HCL and others.
1) Anthem, Inc since the late 90s has continually laid off U.S. employees only to be replaced by foreigners from Cognizant, Accenture, UST, Deloitte and IBM. Hopefully, even before these Abuse reports the USCIS can even rectify the practices that have happened in the past.
2) Anthem Inc. does not separate skills versus capabilities which allow for abuse to train foreigners first versus training Americans. I have seen countless Anthem Job Posting immediately displaying the foreign labor notification requiring special skills because a specific technology was chosen such as Angular JS or Spring- where is that required for today's Computer Science degrees? - this only allows for Fraud to preemptively train a lower-paid foreigner.
3) Anthem, Inc. had also re-organized departments by separating "Digital" versus "IT" allowing contractors to train and work in both departments while not allowing the same mobility with existing Anthem employees. This allowed foreign contractors to gain experience with Web technologies while older employees may be stuck in IT working on mainframes.
4) Anthem, Inc. is also planning to consolidate legacy systems into 1 or 2 target platforms. During this consolidation, Anthem, Inc. announced plans to consolidate the IT areas into 2 main locations. This cut opportunities for current employees in order contractors are in to work out contracts by putting Cognizant in leadership positions while not offering these same leadership or mobility opportunities to existing Anthem employees.
