The reality is that most of the good talent left some time ago. What you have remaining are either unskilled "managers" or the people who have spent their careers brown-nosing said "managers".
Most the remaining people couldn't get through the interview process elsewhere.
Years ago, you had some of the brightest and best engineers at Qualcomm, but the environment became too toxic.
