I was there for 20 years. And then got cut 1 year before I was eligible for rule of 75 retirement. Find a different place where you see security and balance. A place that is not only results only but cares for and values it's employees.
Simply need to ask you WHY you want to become a manager at Intel? Most engineers that join these ranks become so corrupted by the system. As a manager, you are not expected to have a mind of your own, just follow your mgmt's marching orders to the tee. Do you want to really lose your own self identity and probably your engineering skills?
I've seen people go from 7 to 10 in less than 5 years; most don't get even to 9 in their entire career. Depends on your skills, team/manager, and luck in being in the right place at the right time. You can also be a manager at grade 7 (and a non-manager at grade 12).
