I personally worked with a lot of offshore folks. Some were lucky enough to get to come onsite and someone finagled their way into working on a green card. She was considered a "systems analyst" but did nothing more than run queries in JIRA that she didn't even create. This is not "exceptional talent" as classified by H1B classification. More shaft becoming US citizens. Don't get me wrong, there are some good programmers but very few. The good ones are not working for HCL and TCS, they go to companies that pay more. The ones that join these lower rank companies are often hoping for an easy way to come to the US.

How many qualified non-Indian... Americans... are there in the IT workforce that are qualified to support these types of platforms?

USAA IT has been largely Indian contractors for many years. Nothing new there. This is likely the cause of all the compliance issues, especially in bank IT. Upper management cares more about saving money and portraying a false imagine of being a "US" company.

Just heard USAA went through and cleaned house in Phoenix New Member Solutions Department yesterday. No longer are reps being measured on normal metrics but strong focus on quality now. Which in a general sense is the correct approach on a non commission position. However, any call can be overanalyzed and nit picking will happen and bring a sense of instability to reps on the phone. Everyone will be in fear of their job and that is not the atmosphere you want to create. That company has lost itself
