HYANNIS, MA - On December 11th, the Chief Procurement Officer for the Town of Barnstable, on behalf of the RFP Evaluation Committee, submitted the recommendation for the award for the commercial property Cape Town Plaza (aka Kmart Plaza) under the Barnstable Municipal Airport to WS Development as the most highly advantageous firm and highest and best use for this project. The award is contingent upon acceptable terms of the Agreement, Lease and Town Council Approval of the lease term.
The award is for a long term lease of the Cape Town Plaza property, also known as the Kmart Plaza. The property is a 26-acre town-owned parcel under the custody and control of the Barnstable Airport Commission, located in Hyannis, the region’s commercial center. The property was leased and commercially developed in 1968. In anticipation of the 2024 expiration of the long term lease, a Request for Development Proposals (RFP) was issued on April 26, 2018.
After an extensive evaluation process and discussions by the seven (7) member Evaluation Committee and supporting town staff with both developers, the Evaluation Committee found that although both firms were determined to be fully qualified, proven and experienced, the Committee unanimously agreed that WS Development was the most highly advantageous proposing developer based on the strength of their proposal and a substantially higher financial offering for the long term lease that was is in alignment with the assessed value of the property.
