What's wrong with Swan as Intel's permanent CEO? He seems to be doing a good job all around...

Intel is doing reasonable well because he is doing nothing. BK did so much damage that anyone who will sit there just breathing will do Intel good

If Intel spins off TMG, then a CFO as CEO is not a bad idea, and he would also be a better choice to manage a portfolio of IP that the non-asset side of Intel would be left with.

He's a money guy, and by my estimation, a pretty good one considering all the catastrophes around him. Still, he had a lot of assets to begin with, so maybe he's just OK - SS probably could have done the same. Whatever the real situation, he is not a tech visionary that Intel needs (think Microsoft). Intel needs BS where he is right now, nowhere else.
