It's a pattern we see everywhere. Share the initials of the "leaders" who you think are making the most out of it. I know this isn't an age where shame matters but lets give it a shot brother.
I can testify to this. We have agents in the Philippines who still do not understand what the product is they are supporting. It's been over a year and a half. Yet somehow, they keep getting praise from the higher ups about how great they are. Our customers tell me in politically correct terms that they don't know what they're doing. Some even thank me that there are still some people left that can easily speak clear English... I don't know what will happen to our customer base when we outsource all the way. Why isn't there any competition against us?

It's just not something that just happened in the past - it's an indication of their moral fiber - rather the lack of it.
Layoffs happened - but there is something way more murky that has been happening here.
Constant increase in offshore teams despite bad performances? The group of CR, NC (left recently), CT, RS have been the main gainers in this deal. They are the ones pushing this - cutting jobs here and constantly growing non-performing teams offshore.
I say, follow the money, the truth will come out.

But we hear he was the Chief Architect of the whole group and the main talker-in-chief. Seems to be able to talk about everything he doesn't know about. And the reason he is the manager is he is surrounded by even greater fools. We have some of those here in Boston too. Plus he is still a Charlie Sheen+Trump kind of guy - serial womanizer but covers up his bs with his jokes - butpretty nasty inside. Bad mouths everyone he works with at any level behind closed doors. So choose your love wisely.
Btw, how long will you keep the job if everything shuts down?
If by "senior leadership" you mean "4 levels down from the top, manages a team of 5 devs who have no direct reports at all", then I don't know, but I do hope you stop smearing poo on the walls and get back to work on whatever it is you do so I can hopefully still have a job next year. Thx!
