HR travels to a site to carry out the layoffs. There are procedures to follow, things to do that help minimize the blow (they try to be humane, remember people in HR get laid off too - what a job) and it is less personal than if your manager does, with whom you have a connection (good or bad). Often the manager is being told what to do, not making the call here, so HR takes over and finishes. It's horrible no matter how you slice it.
So what does that mean re HR traveling? Please expand on your answer

I only have heard of FTW IT RIF's. Have there been anymore RIF's or are they still processing them.
Seems coincidental or not that after so many IT hel desk folks RIFd that very shortly thereafter the system fails intermittently all day long well as someone so aptly wrote on this site ‘if you think your helpdesk assistance s’’’’’s now just wait’ looks like that was spot on & may be worse than we know
