If somebody was laid off and received their severance from Qualcomm, can they still be employed by the company down the line? Is there a time limit on it?

if you are rehired within 12 months of termination you have to pay back the severance. After that you do not. Typically they hire you back for less money ad if it’s after the year you lose all your seniority rankings so again they win, same quality employee for a hell of a lot less financial commitment.
I know of instances in San Diego and elsewhere where people were laid off and subsequently rehired. In one case, back to the same team. Way to throw away shareholders' money! What bothers me the most is the lack of management accountability for this waste.
Why not? It is normal. There are more and more hiring now comparing against May and June. Who get laid off is department's decision. If good people taking package, but can find another job in a totally different team/department, it is fine. Otherwise, it is discriminating.

Yes but dont count on being employes by Qualcomm in the US as long as George and Steve are running the show.
