S&S is 20% per annum and you are right: development, offering management and support are chopped to the bone and hardly anything new arrives from the labs and customers complain at the long queues at support. Competitors keep developing and evolving and IBM looses revenue, market share and again has to cut more. No vision.

One thing they got right. IBM has a great dividend yield. It's the only thing that puts a floor under this stock.

They've cut their dev staff so hard, their clients have become bitter about the 18% they're paying for S&S (money that is supposed to include software improvements which have not materialized).
