I am in Grade 7 and Haven't received a promotion past 3 years.

I was grade 8, move to another well known company for the pay the same as Intel PE. If you are a doer not talker, don't stay around. It is almost impossible for you to become PE these days.
A one time 10k bonus in this industry is nothing. I was a grade 7 at Intel for six years, left moving somewhere cheaper to love and got a ~40k/year bump in pay. Intel is notorious for underpaying and taking forever to hand out well deserved promotions and that's just one of many reasons young engineers who knows their stuff often leave the company after a few years.
Dude after you got the bonus.. it will always feel it's less and hence this post .. if you think it's less and is not satisfied then move on ...
Key aspect is where you will gain skills and contribute go there....
How the heck do you all get retention bonuses? When I semi threatened to switch groups I got a pep talk about how I would start from the bottom in the other team and would be the first to go when another ACT happens. LOL
Funny that the only way you can get a decent raise at Intel is to threaten to resign or move to different group. Tells you a lot about the culture and how the company treats its employees, doesn't it?
