Heard a new T2R was announced last week with the possibility of spanning it out over 3 years: can anyone post a summary of some further details?

So far offered only to Systems group - I think systems development? They are supposed to train replacements in the 3 years, something like pay 70%/work 60% first year , pay 60%/work 50% 2nd year etc. Was not offered to other divisions as far as I know.
