Saying it is consensual is highly misleading. A manager will always have an influence or power over his/her subordinate and can get the subordinate to agree to do things which they normally wouldn't do when a peer or co-worker asks them to do. There needs to be a criminal investigation just like it is happening with the likes of Bernstein.
That aside, the press releases and the way the news is being put out in the media shows that even though this person is gone, the kind of culture he belonged to, is still very much there in the top management of Intel. Next person that needs to go is the Chairman of the board and he should take a few of the board members with him.
Top management of HR should all go as the biggest failure in Intel is spotty of leadership & accountability at all levels of the organization, especially in the management. In a technology company, technical competence has gone out of the window as a leadership attribute. HR is outright responsible for this failure.
