It surely appears as though Qualcomm will take off 35 days they have to pay Severance packages out. I still haven't received mine into my checking account anyone else experiencing this

You are lucky that it's only 35 days!! When we were laid off in November 2015, severances were not paid out until January 2016!! HR said it was for "tax purposes".
Some other people need to read before replying and bashing OP "All severance payments will be made by the later of 35 days from your Termination Date or 35 days from the date that you sign the Severance Agreement....."
Is unused vacation time payed sooner?

"No soon than 35 days AFTER your termination date" that being June 19th! Didn't you even read the severance agreement you signed? Maybe this had something to do with WHY you were laid off??? Can't comprehend things well? ADD?
