Finally an article confirming this location:

A dead mall on an out-of-the-way road near a toxic dump (Love Canal is less than a mile from Summit Park Mall) equals disaster. Military Road, a few miles away, is thriving with what appears to be a recently renovated outlet mall, along with many restaurants, Walmart, Wegman's, and Sam's Club (and a still-open Kmart!)
This isn't exactly a surprise. The Summit Park Mall has been closed for 9 years, and now consists of this Sears store and a liquidating Bon-Ton at the opposite end. In between is a run-down abandoned mall, all surrounded by weeds and a parking lot full of potholes.
