as a guy who has been through layoffs in previous companies, the department heads will be asked to provide a list of candidates to be laid off (assuming the department still stays) with one goal - reduce operating costs by X %. So there is no place for candidates' performance. Its a choice to make - fire 5 guys who can be top performers (with obvious high packages) to achieve the 'target' and retain 20 who are normal performing.

Pretty scary. I can think of so many inexperienced and nincompoop directors that would have no clue and have only been promoted for being a good engineer. Or just like that because they are buddies with the person that decided their promotion. It's an old boys club out there with folks taking care of their own and forming closed knit groups to consolidate power and make sure they protect each other, everything else be damned.
Lists are always created at the director level. Scrubbed by VPs and then checked over by HR to ensure no descrimination on age and gender.
Been down this path many times and it is always the same.

Not surprised, my director is a terrible one with huge racial discrimination. Positive he put me on the list, my vp is nice. My vp will never know what happens in the background.
