My two cents, it was removed because of the signature. According to site rules in the footer impersonating is not allowed, so i suppose one cannot represent himself as department official either.

Here are some takeaways that I could recall:
D.day will be 4/12.
20% cut especially in high cost NA.
HR is aware of the buddy sys, ratings won’t be the only justification metric.
Volunteers with high productivity will be rejected.
Didn't he say, rating 4 and below will need to be justified by Director or something towards that effect ?
Are directors and above in line to be axed ?
Perhaps the HR guy was feeling pretty bad, and wanted to share with you guys as much as he knows about upcoming layoffs.
