Procurement is a nightmare. I think they designed this new system just this way so we can't procure anything...Who's on First mentality.

This is the strategy. Make procurement tooling not able to provide you easily what you need to purchase.
This strategy was brought from Mark Hurd. On office site where I was working, I was often going to lunch with one of the top 5 HP procurement manager. And he explained us, it is a wished strategy to make you stop your purchasing process and find a different solution.
The goal is to disgusting you, and then, don't spend company money.
And it works fine.
The Nobel prize we have in the company wake up 6 weeks before end of fiscal year, and requested us to spend as much as money it is possible to purchase HPE products. During one year it was not possible to purchase anything and we have eaten fish bones and sausage skins, and now we have spend for several dozen millions $ of hardware !
Why ?
Because they discovered they were close to miss the DXC / HPË agreement they signed with HPE about volume of business to be done during the fiscal year ! Missing it would mean paying for huge penalties and maybe loose the negociated prices for next year !
Ah, ah, ah !!!!
They will receive the Nobel prize !
