It stands for personally riven referral. It happens when an employee gets a person interested, word of mouth etc. Admissions will suffer if this is the case bc it's just more pressure to do the impossible and, frankly, gross. Every time you do an interview you're expected to get the interviewee to tell you about friends etc who might also be interested in the college and get their contact info. As you can imagine this is awkward for all but at least it gives the interviewee a fat clue they're being prayed upon by a sales force.
PDR sounds like a technique from a pyramid scheme e.g. Amway? Oh but then Amway's president is the Secretary of DoE and we are talking of cult organization playing a shell game to go non-profit. It all makes sense now.
