Talked to a couple impacted IT folks. Leave date for US is March 31. Payout is 1 week per year served plus some amount of $ for cobra

Huh? Layoff in IT? I don't think so. IT's huge budget every quarter, typically the budget not used up. IT managers typically will arrange international biz trips just to use up the budget with business class seats. Anyways, not hearing any kind of IT cuts and definitely not hearing any IT layoff.
Managed hosting, eventually Intel will be more severe o. Software development. Everything not PasS, IaaS or Saas will cut your a--. At this time DBAs are under the spotlight
