I've been told that the RA has been moved to next month, due to bad optics too close to the tax cut and other corporations handing out raises and bonuses, and more time needed to flesh out the org changes and assignments.

There will definitely be some first line managers cut, and some second lines will be cut and some will be dropped down as first-lines, with direct-line grunt reports rather than managing managers. There's your 'trickle-down' - employees falling down the career ladder, not the immense corporate profits trickling down to employees.
Well I hope they get rid of all the first line manager there’s no value to them they just sit around and fixed there numbers to make sure they look good
