This move shows blue is bigly winning. PJ/BoD puts this counter on the table ahead of 6th in attempt to stall loss. If they prevail on 6th; then offer will be withdrawn; if they lose on 6th then this offer will be meaningless. New BoD will direct immediate acceptance of latest AVGO offer.

There are a few more chess moves left, but I think Hock Tan has the advantage given the endorsement of the proxy shareholder services....Even 4 board members plus JANA can do a lot of damage. If QCOM has the votes they wouldn't respond like this.
