My manager plays a lot of politics with the team and plays the divide and rule card perfectly. The team's morale is low and many in the team are of the opinion that the manager favors some and plays politics. I joined this team right after college, was promoted 4 yrs ago and was told to keep continuing the hard work. Motivated, I worked even harder to prove my worth but my manager's politics interfered a lot. At times I even disagreed with the tactics and soon figured out I wasn't among favorites. Since past 4 years I have been getting successful rating with stock level3. The reasons I get is "you just got promoted", "there are others that need to be promoted", "you are among the top but need to wait another year" and again "you are almost there but no there yet". This time I fear I will be given yet another successful with level3 and I am not going to be happy since there are others who are getting promoted just because they are the manager's favorites. Should I go to the HR? I do not have anything to prove against him and I feel frustrated, please advise.

This seem like a troll post. If you really want advise, why would you come to this useless board for advise? Have you read all the post on this board? Use various career services Intel provide to get legit feedback from real people. Things may not get better, but at least you'll be talking to real people who might actually be able to help.
If you are in a department that goes downhill, such as IT, best solution is to change department or find a job outside Intel. Otherwise, change group. There is NO POINT to involve HR, they won't be helpful for you at all unless you have very sensitive complaints such as s-xual harassment. With the current speedy growth in high tech industry and low employment rate, it is actually good time to use your skills/experience to land better jobs outside of Intel.

The „others need to get prnoted“ thing is not your managers fault. It‘s a problem with how the Intel rating/promotion system works in Intel.
You're not serious about going to HR with a "I didn't get promoted even though I deserved it" story, right?
Why don't you figure out the odds yourself?
seriously, I would leave. If its been your only job that can seem intimidating, i was at one place for 8 years out of college, then did some cw work, then did the 17 yrs at intel, which im thankful i was able to stay and make the most of of it....but last august it was clearly time to leave.....i just took the same skills elsewhere where they are valued by the new employer. i had peers either too lazy or too afraid of the unknown or others who knew they could continue to game the system, they have their mgr afraid of putting them on the sh_I list. none of it is worth staying there, sabbatical, rsu, bonus.
get out and invest your years elsewhere
Go found another job elsewhere. Why stick around where you are not appreciated?
