It is stupidity to think that managers don't need technical knowledge at all. Current state of Intel is because of such manager who don't understand technicalities and thus don't know how to nurture technical talent that can execute well. Most of the PEs are nothing but experts at networking and that is the talent the current management lot encourages.

Near term, all the work is going to be done by software companies cranking out patches. Long term, the MMU designers will crank out new designs to fix the issues that will hit the market in a couple of years. Intel isn't going to do anything but PR and lawsuit defense in the mean time. The fact that Intel can not trot out anyone industry cred to be front and center is telling.

True that. The benefit of having LC at the helm of this group is to be able to synthesize a clean legal/HR scrubbed message up thru to BK, MCM and Corporate Marketing. It's all about the messaging now, not the actual engineering fix or problem mitigation.

You might not realize it, but the manager of that group will not actually do security reviews of products or create security concepts.

The idea that the manager of a group needs to have some detailed technical competence is an outdated concept from the 80‘s. Nowadays, managers are expected to be primarily good people managers. The technical work is done by the technical experts whose time is not wasted with management overhead.
