Actually, this is a 20+ year "feature". At the height of the clock speed wars before hacking/malware/etc was a thing, some long departed manager said "Just make it fast!!!".

No, the BoD needs to make SOMEONE accountable for this! SOMEONE! ANYONE! Dig out Paul Otellini and hang him for putting that bug in our processors!!
