Never seen one with real responsibilities. Other then finding someone to work on an issue, delegate work from above what do they really do?

How about a del proj exec holding 8 - 10 staff portfolios , knows nothing about them with goal of axing when needed?

Sounds more like you just had a sh--ty 1st line manager...
They do nothing but change there spread sheets and make the quota files look good and wast more money travel and car rental hotels and for what. First line manager are IBMS mast of time and money
