I wanted to seek opinion.. on whether faking or executing a project with dubious reports, status, hiding information from execs... will qualify for an Ethics issue?
Whether asking for Head count when it's not needed.. quality for an Ethics issue?

Is what he is doing affecting your livelihood? People are trying to make a living and protect his people. If the exec are fools that buy fake data, let it be why do you have to upset other people's survival? unless you need this to survive then it is a different story. My advice is to leave them alone if this does not hurt you. If you are capable transfer out. No need to fight this type of lose lose game.

it is an ethics case. but if the exec is that stupid, now being part of the exec team of high tech data driven technology company, no way the exec does not have his/her own data person, and for him/her to be that stupid to not notice i think she/he deserved to be lied to.

Come on man, Dell is ethical. It's the managers who are smart they call you stupid and says b---s--- when no one is listening and you could not prove it cause nobody will believe you.
difficult to say, there are nuances. Ethics need a case, and proofs. If you are planning to snitch, make sure you have proofs.
Ethics and Dell are mutually exclusive terms. When you look under the hood for virtually every project in Dell, they're all fake. As long as the fraud isn't too overt, it's SOP at Dell. Reporting something to the ethics people is the same thing as volunteering to be on the next layoff list.
