Yep, check this site under "Latest Posts" where you will find lots of companies desperately trying to hide their layoffs via tactics like you describe.
We are in a stealth recession, which the powers that be want very badly to cover up. They will go to any length to do so.
This, so much this, @PtYJElb-xwc. Layoffs are happening on nearly daily bases, they are just done on a small scale as to not trigger WARN or draw any attention to the company. And I have looked around, this seems to be the new norm for all the companies. Not sure for how long they'll be able to keep it hidden, though...
