Thanks to capitalism and market-first mentality pushed by republicans and pro business conservatives. Notice that European countries with best job protections and employee/women's benefits are some of the most liberal countries?

Also in other countries, companies first lay off the low performers. And the US has the most rigid "Hire locally first" rules that I am aware of. But of course, the populists have to lie about how good others have it to make you vote for them.
The question is why H1Bs and L1s are laidoff first? There is something wrong in the US where American jobs are not protected like other countries.
