AZFSM is slowly replacing Grade 56 and Grade 57 technicians with contractors and Grade 54 techs. The policy on human errors has changed to have a 'zero tolerance' category, which means MTs get permanent written warnings for 'not following spec' even if it's their first screw up. This largely targets tech specialists (G56/57) who are the ones performing risky non-standard troubleshooting and recovery procedures on machines. My group has 12 techs and half are already on PWW.
AZFSM is also chasing out Grade 8 and Grade 9 managers and engineers. Several area managers, module team leader, and staff level eng have been gone after at mid year reviews for ambiguous things that no one could have anticipated. In my department, 4 out of 7 MTLs have been in their position less than 2 yrs, due to high turnover. Last year we had 9 - 1 was forced to retire in the ACT, 3 were targeted and fled the group, and 1 was re-classed to eng when her group combined with another group. AMs have also been turning over every 1-2 years.
There is no place to 'move up' to. Moving up is a path out the door.
