For me, Citrix was the best employer in FTL until today. I believe my strongest chances of success lie in CA, and I will be moving there after receiving my termination this morning.
If you are an engineer in the Santa Clara office you should know this better than the rest of us. We might be working with each other again in the future.

Amazon has a lot of open reqs for workspaces and anything cloud, and Microsoft is always hiring. No income tax in washington state either. Nice to work for companies investing in technology vs. spreadsheets as well.
I would say anywhere "west" is better than FTL. Seattle-area has great opportunities as well as LA. SLC and Austin are also great choices too
Plenty of opportunity in Raleigh. While the pay is significantly lower at most companies, a lot of companies have been moving towards those spots because there is room to grow with talent. Raleigh has a lot of companies moving there to try and tap into that talent market. It isn't the strongest in far of experience, but at least you won't have to compete with the best of the best for every job.
Good luck with that... CA is slowly becoming less desirable for tech. Why? Cost of living. You'd be better off going to NC, MA or TX. Cost of living is more manageable. Do your homework before jumping to CA.
Yes you should start applying to jobs in California now and if you play your cards right you can even get your new company to pay for your relocation
