Lots of people have been brought in from other countries because of loopholes in the system. It clearly states they cannot take existing jobs, but that's exactly what they are there for. Everyone knows it, there's next to nothing we can do about it.
They get paid 1/3 as much, have only 10% of the skills and take 3 times longer to do the job while missing lots of things. It's not fair, it's not right, and it should be stopped.
You are conflating H-1B and Permanent Labor Certification cases. H-1B's do not have any legal requirement that the person for whom the company is petitioning is not taking a US job.
