So leadership is telling us to hang tight with all of the constant changes, yet they are bailing during these uncertain times? Doesn't really give a good vibe to the rest of the organization.

I heard 'creative accounting'. Cooking the books so everything looks rosy! Someone blew the whistle!
Now, things will flounder for a while until a new strategy is recommended and promoted promising to make things more efficient with outstanding ROI. A new IT integrator will make buckets of money again to reinvent the wheel. When a returned focus on employee wellness ensues Enbridge will spin off parts as the unforeseen events and poor market timing will be targeted to a few with golden parachutes and the US will benefit by buying back at a discount and show crazy ROI for a decade. The bankers, attorneys, VP's, board members profited very good, and they'll do it all over again as a new conglomerate of friends is formed. When the market and new regulation favors the wholesale purchase of strategic divisions, financing will happen in the US this time against the depreciated Canadian dollar. The stock price will remain high, hedging inflation, regardless of debt to ensure a smooth transfer of wealth easing all government approvals. Thanks for playing.

I don't know anyone who is sad to see her go. She certainly did not endear herself to the IT folks but she did not really had to. She still has the last laugh.

Some might say that CD just used her WestJet playbook and surprise! focused almost exclusively on cost and making it a 'race to the bottom'. It is pretty clear that IT is NOT strategic for Enbridge and that's just how it is. On the way to the bottom, people and the competence, capability and can-do culture they bring - are tossed to the side. The role of IT becomes an introduction service to the outsourcer. I think in some respects her 'work was done' and chose to exit on her own terms, unlike the fate of so many in IT.
Enbridge IT 'was a pretty good place to work' pre-CD and today - Enbridge IT is a 'pretty good place to leave'. Take your experience and skills, focus on being the best 'you' that you can be, take full responsibility for our respective futures. Oh, and remember to be on the lookout for CD and any think-alikes you may encounter on the remainder of your career. You now know how it can turn out.
To those left behind: good luck, you have an interesting road ahead. Let's see if any of the IT directors are selected for the CIO chair and if not, how long before those directors leave or are tossed aside. Let's see how the final chapters of 'The Rise and Fall of IT at Enbridge' turn out.
I believe there was enough blow back from IT customers about the (outsourced) service level and quality, that CD could not simply hide it/sweep under the rug anymore. Higher ups finally noticed the growing bulge under the carpet. Perhaps the near/probable pipeline shutdowns ....
The path ENB is on is not easily reversible. A lot the talent/SME's are gone and will take years to get back to that dependable level again.
A question was asked during an online townhall q&a session. (paraphrasing)
Q: If the current outsourcing company fails to deliver, what next?
A: Outsourcing where it makes sense will continue, a new outsourcer will be found. This is here to stay.
Obvious observation: So does the failing outsourcer 'train' the new incoming outsourcer? LOL I don't issues with that ............ SME's, your still around as a training resource and 'panic button' when something goes wrong. Once management feels comfortable ... ah, get that resume updated.
I heard about a few major incidents where only remaining ENB people were involved to resolve the issue. The outsourcers are task oriented, have no vision into the 'whole'. I have seen where a 45 sec routine task, takes the remaining 'team' hours to unravel, leaving the client sitting there, fuming.
And a funny story told to me, a recent Line 4 issue, called support. The 'paged' on call outsourcer called back after ~20 mins, said they would call back in ~20 mins ... huh? When that person called back, asked for the IP address for Line 4 ..................... IT folks will get it. (hundreds of IP addresses, more than one I can assure you!!)
The culture is dying/dead.
Of course she will look after herself first. Forget about the hundreds of IT staff she trashed while licking her master's a**. Sorry for the company she will be moving to. All those who report to her directly should go, too. But I still think the resignation should also happen at the top. He drove all of this.
