The network operators are spending billions to upgrade to gigabit lte to improve throughput for all users. The iPhone is one of the biggest data users. The operators are demanding that Apple has this capability in the next iPhone. Obviously Intel modem is not that advanced.

Intel modem is and will continue to be a piece of sh-t compared to Qcom. You can't just catch up so easily in a few years to a company that has literally decades of experience in wireless comms.
