11am might be the right time for a company-wide memo but I think notifications will begin first thing in the morning.

It's always first thing in the morning.... At least in the depts I've been in
11 EST makes sense. Can't have Cov, MMK and Jax spoil the fun for Den, SLC, and WLK.
11 a.m. sounds about right - not too early, not too late.
