It goes straight against meritocracy. It is based on flawed root theory of giving a chance to all underrepresented groups and they will get equal in demonstrated merits. It even goes to the point of pushing deeply flawed slogans "we're all equal" by force and fear. It is sick and immoral as it almost all the times goes against the universal moral and right rule "equal criteria and rights to all". It would be fair and moral to try to address any difference in outcomes at the root, for example helping underrepresented groups to sign up to certain school degrees in higher numbers and or offer courses. It would be also more fair to apply rules equally to other professions, like the ones that have opposite distributions as basketball, nurses, truck drivers and on. But that is not happening, which in itself is revealing.

Is government imposing rules onto companies? (and then companies maybe see that they can not reason with government the only thing they can do to avoid penalties is to implement ill rules blindly)

Is it driven by HR reality detachment? (I read about number of scientific researches on discrimination and misrepresentation, but they were highly flawed and there are opposing research papers as well as prominent professors voicing how some of their work was misused. Are these HR people under delusions like communist or fascist like ideas)

I'd suggest that folks remove their tin foil hats and that the roots of Intel's diversity initiatives are much closer to home.

Long story short, Intel leadership (specifically folks like RJ and DB) viewed being a "leader" in Silicon Valley would be good PR for both the company and for their own self-promotion (e.g. Fortune and Forbes "Most Powerful Women in Business" lists). BK and the board likely thought that it would be good PR to counteract bad PR (end of Moore's Law, mass layoffs, general uselessness), maybe boost the stock price and, again, cast Intel as a Silicon Valley "leader."

Because BK has no concept of leadership, change management or fostering a positive organizational culture, he launched and managed diversity initiatives as numbers games. Track it on a dashboard. Punish those who don't comply or communicate challenges. Ignore gaming of the system (hiring spouses and friends, reclassification of jobs, etc.) and claim progress.

It's, of course, been ineffective on every level, perhaps other than as resume bullets for RJ and DB. And has further destroyed Intel culture.

This has deeper roots in the economy and not related to Intel. After the 2008 crash, the govt has been deficit spending to the tune 1.5T (or bit more) per year to stimulate the economy because the consumer led growth has been vanishing. This also made govt a significant customer for the products of a large number of companies because they are spending to stimulate economy the money they don't have and have a lot of discretion on where they spend the money. They did not want to do this without getting something in return so they have made meeting diversity of workforce a requirement for govt contracts and since many corporations get revenue from these they abide by them. The only way to come out of this is to either not have to rely on govt contracts, or the CEOs to not care much about what wall st thinks about their earnings/revenue (which happens when the markets get chopped by say half), or the govt stops spending money they don't have which can be imposed though the debt ceiling etc they will bring meritocracy back but may have other hiccups. So long as the economy is juiced up the way it has been for last 9 years, expect this to continue...its nothing to do with a specific corp, if you were CEO of Intel you would likely do the same thing.

Meritocracy hasn't existed since the tech bubble burst in 2000. And things will just get worse. I'll explain:

@rhy link is great writing, humorously done, and covers something that is sadly true. And to answer OP's point, affirmative action's "progress" toward preferential carve outs for Democrat constituencies has been slowed. In response, the groups driving these efforts are now attempting different strategies -- applying economic and PR pressure to give money to SJW groups, getting SJWs hired into diversity director positions, etc. The the goal is the same but tactics differ. And one tactic involves changing today's cronyistic-leaning "meritocracy" into one based more on gender and race.
